I believe second-cut stag is cut from the inner, left-over areas of the antler with little to no outer "bark " showing.
It's still genuine stag, but a less desirable piece. It's also sometimes jigged and/or dyed to resemble an outer portion--because of this, it can sometimes be hard to tell second-cut stag from stag-bone.
