Border fees! @#$*% them

There's something I don't understand about these applicable fees when the postal office delivers to you.

Yesterday I received my AG Russell woodswalker in the mail and had to pay 9.67$ for it in border fees. (small paring knife with kydex neck sheath)

This morning I receive my AK Khukuri from HI and I have nothing to pay...(15'' Ang Khola)

I thought border fees worked with the weight of the item.. but that would make no sens by comparing these two items..

Can someone enlighten me please?

Okay, now he's been duly reprimanded about his lack of board etiquette. What are border taxes? Who levies them, the state or BIG BROTHER? And who collects it? Finally, who bird dogs the collection?
