can brass wire be used as a solder fill?

No, it is called brazing and requires more temperature than soldering. Low fuming bronze is used for this and is similar in color to brass.

I'm a little embarrassed to admit that it was only in the past year that I went to the welding supply for "brazing rod" and all I could find was "bare bronze," which I use for handle pins.
Having done countless hours of brazing, it had never crossed my event horizon that, as Devin points out, I was using bronze and not brass.
