Buck drop point lockbar not flush with scales when closed

I'm certainly no expert but I've torn apart my share of Buck knives. Lock Bar being level works both ways, opened and closed.

I have seen the lock bar flush in one position and not the other. And if not address properly and you just sand it flush it will reverse the issue. It is not flush both positions than sanding will be fine.
