Under $20 : Kershaw Chill
Under $50 : Real Steel E571 or E771 Sea Eagle, depending on the size of knife you like.
 
Kershaw Fraxion designed by Jens Anso just showed up at dealers and looks promising with a 2.75" blade of 8Cr13MoV, CF/G-10 handle, liner lock with KVT (same as in more expensive ZTs) all for about $30-$35.

My first flipper was the CRKT Hootenanny and it served me very well (until my mechanic husband started to EDC it and broke it). After that I tried out ZT knives and midtechs and don't think I'll ever go back to budget flippers. :)

That said though, the market is booming these days with great knives that are very affordable, so it's certainly a buyers market!!

Also, Lansky's Mikkel Willumsen collabs are really nice flippers on the cheap.

Street prices for both CRKTs are in the $35-40 range. The Lansky Responder can be had for as low as $17-20, and the X9 is around $30-35.
