Budget Knives

Kershaw chill is a nice little flipper for about $20. It is long, thin, light, and with a narrow blade. It wont work well for prying or driving screws but it is a good edc knife.

CRKT Drifter is also a nice knife but somewhat small for larger hands.

Mora knives also work well for disposable knives, and a SAK will take care of prying and screwing.

Your friend would save himself a lot of money if he got a screwdriver instead of buying $20 knives all the time.
 
surprised no one mentioned the Mercator K55! Its got a good carbon steel blade, lockback, built like a tank and is about 20$
 
I think the friend wanted somethiing with a pocket clip, so the sodbuster is DQ'd (unfortunately...).

How much does the Kershaw Skyline go for again? I remember it being pretty affordable at Wally World.

For overall strength and toughness for around $20 you can't go wrong with the cold steel pocket bushman. It is not the fastest to deploy or close but it is one rugged knife.
 
I have a RAT-1. It's more knife than I fell like carrying on a daily basis, but it does have a clip and is an outstanding value. If the friend wants a knife that large, it's going to be hard to beat.

Have a Ka-Bar Dozier, too, and nothing bad to say about that one either. It would be an excellent choice. I'm a little leery of linerless FRN, but that's probably because I am old and set in my ways
