i have some buffalo scales that are warped. can i sand them flat or will they continue to bend. they are pretty thin ,so i can't sand them down very much.

Drill a small hole and suspend them in boiling water for a few minutes. Then clamp between two smooth flat boards for 48 hrs. Thats how I straighten razor scales.

Horn warps, and it shrinks. You can straighten it by boiling and clamping, or clamping and putting it in an oven at 200 degrees for 30 minutes. Let it cool to room temperature before unclamping.
That said, horn should be used with mechanical fasteners. If you use pins, they should be properly peened. Glue won't hold it for long.
