How can I buff out some scratches on the flats of a blade? I have a Dremel tool with a buffing wheel, do I need to add some kind of buffing compound? Will the compound used for stropping work? Any help would be appreciated.

Depends on the depth of the scratches. Green compund (chromium oxide) works well to shine steel, and if the scratches are small enough, it will work to remove them. If they don't go away with the compound, try some wet-dry sandpaper and gently sand the scratches. Use maybe 400 grit first, then 600, 800, 1000, 1500, 2000, then buff. make sure each grit removes the scratches from the previous. If you take your time and work carefully, you should end up with a mirror finish.
