Part of the rust resistance factor with bead blasting is the condition of the glass bead media and the pressure that's being used to blast. At low pressures, with fresh round glass beads, the media will act like tiny little hammers peening over and smoothing the surface on a microscopic level. At higher pressures, the beads can shatter on impact and cut the steel like sand, older media will do the same thing as it gets broken down over time into sharp little shards instead of smooth round beads.
