Just tried a different browser and that worked OK. Not sure why my usual one did not work.

Anyhow............all good now.
 
Empty the temporary internet cache.
Tools/internet options or Tools/private data
something like that...
Your computer has a page of the "under construction" saved.
Deleting the "cache" will remove these and force your computer
to download a fresh copy,rather than show you the saved one.
