Question Butt Attachment w/ Partial Tang

I bought a couple of damascus knife blades that I plan to build handles for. They have a partial tang which is threaded rod about 1/8 - 3/16" diameter. I comes with a stainless steel butt which I thought would be threaded for attachment to the tang, but the tang is too short and the butt is not threaded. The butt has a screw head (cut to about 1/4" length) welded to the butt. The kit also has a couple of lock nuts that fit the tang. I don't understand how to use the nuts nor how to attach the butt. I am new to knife making so eager to learn options on how to finish these knives. Can anyone shed some light on this for me?
