the Fallkniven F1 (4") or S1 (5") fit both your requirements and budget.
Call me crazy, but wouldn't one of the many fine knives made in Norway (Bruseletto, Helle, Stromeng) suit your needs ideally?
None of them have exposed tangs. Know why? Because the people in Norway who designed them know its really cold up there.

Hey Turbo, try to do a search for a guy called Bryan Breeden, he`s ex-marine and made me a sweet knife. i got it in 7 inch blade, but he`ll make excactly what you want. And not to expencive either.
His heattreat and edges are wicked good.
