Any budget-friendly edc recommendations that don't look too scary and are unassisted openers? I'm trying to keep it under $40 and from 3"-3.25" blade length and fairly slim. I've been looking at knives like the ruike p801, tekut zero or Kershaw Pico, something with lines like that and with steel quality better than 8cr13 or 14, 420 or AUS 8. I like the cutjack mini, but it's a little bulkier than I would like. I'm fairly new to folders so more pointers would be nice.

If you are talking college campus ... you may want to be sure what they allow if any ... many campuses do not allow knives of any shape size or type sadly.

Get yourself a Victorinox recruit.
Probably the best knife money can buy for $17 and you get more than just 2 knife blades.
They cut extremely well and when they get a bit dull they still cut very well, they're very lightweight in pocket, and are almost universally excepted.

Lastly they're available in various colors with various prints on them depending what you want.

You get 2 knife blades, a bottle opener, can opener, 2 drivers ( you can easily turn Phillips screws with the can opener as well ), a wire stripper, a toothpick, and tweezers.

I'd think a sheepsfoot would be safest. Or a conservative drop point. Something like a CRKT Squid, or the Spyderco Roadie as has been mentioned. Even a spear point traditional.

Nobody has cared about my Benchmade Bugout on campus, not even the two police officers at the stadium the other day. Outside of your budget but awesome knife. 3.25" blade, unassisted, very slim/lightweight, can get it in the "friendly" blue color.

Either a SAK, multitool or traditional slip joint. Colleges don’t like knives. Don’t use pocket clips. I rocked a ultra tech this year deep in the pocket. Don’t be like me it’s not worth it. ;)

Went to my convocation today.
Had the Strider SmF in the right front pocket, Emerson Karambit in left front pocket, and I added a Laguiole in a pouch on the belt to be more fancy. ;)

I used to carry the Kershaw Cryo as it had a deep carry and was nice and cheap. Stick a pen right next to it in pocket and no one would know.

I'll join the SAK train. Wait, forget I said that.

But seriously, unless you're set on a modern folder a SAK is inconspicuous and often overlooked where even the most innocent modern might raise eyebrows. If you really want to fly under the radar something like the Nail Clip model is about as innocuous as knives come.

The budget thing makes it tough. Within budget, I would go with a Vic SAK of your choice, or Case slip joint priced at the lower end of things.

SAK. One with nice friendly red covers. Instantly recognised as anything but a threatening tool.
