Can Anybody Make This?

I apologize first if this is in the wrong forum, but I didn't see anywhere better to post it.
I'm sure a lot of people here are familiar with the "Lucky Leaf" knives. They're cheap, plastic-handles, folding knives with a skinning blade. They're made in China and have a small keyring attached. Do a Yahoo search for Lucky Leaf Knife and you'll see what I mean.
Anyway, I want a better version of this. This will be a wedding present for a buddy of mine. Here's what I'm thinking, and if anybody can do it for a reasonable price, I'd be very grateful.
1. All dimensions should be as close to the "original" as possible.
2. The blade should be something like AUS-8, VG-10, or 440C. Nothing too expensive.
3. The knife should have steel liners, even if this adds a little width.
4. The scales should be G-10 or Zytel, but no metal (aluminum, titanium, etc.)

If anybody can make one of these, please let me know how much it would cost. An estimate would be okay, then we can discuss details later.

is this the knife your talking about?
