Can anyone identify this odd axe?

Classic Russian "Tonop".
Its haft appears birch with a good patina.

I wouldn't know a Russian axe from a pointy stick, but I agree with your birch assessment. It could be beech, but birch is the more likely, as birch tends to have more stripe and even some of the " chatoyance" most often associated with maple. Quite a striking axe handle, really!
 
Yes, this head is properly fitted. Indicates by noting that slight notch under its eye.
Some versions of this axe has a narrow finger what protruding down from the eye front also.
