Can anyone identify this tool?

Got a pair of them from a local shop because they looked useful but not sure if they have a specific purpose. Anyone seen these before?

Give us some measurements, please.

It is obviously some sort of pressing device with high leverage. It could have been to make a flattened place in a round bar. It would have worked for things like making the hinge joint in tongs or a flat ends where a bolt hole would go on a long support/reinforcement rod. The stubby end was probably placed in a socket on the floor and the tool operated upright. If the jaws are wide enough, it could have been used to make flat nails from round pre-forms.
 
It's for smashing the toes of those who wear sandals in the shop. :)

That long "foot" projection off the top left almost makes me think it was supposed to stand on the floor upright while ya use it...
