Can anyone replicate this Ti handle finish?

I have a Razel and would love to get the handles and hardware done up like this one Jon did. It almost looks like its been under the ocean for years. Being a HUGE Bioshock fan, as soon as I saw this I had to make mine like it haha. Thanks!
