I believe, this is a Popular (red alox Secretary). Excelsior is identical, but without the swiss cross on the scales and in silver alox. They are 74mm in length. The Settler is a 93mm version (Pioneer range).

In the past, Victorinox used to make a whole bunch of alox SAKs in both keyring and no keyring configurations. Whether the "no keyring Popular" is still a Popular or had another name is a good question. It does not apper in regular Vic. catalogues I looked at.
