A Case Barehead Slimline trapper has a 4 1/8" handle and a clip blade a tad over 3 inches.It can be had in many handle materials and both tru sharp stainless and CV carbon blades.A jigged synthetic bone handled version with a stainless blade is 29.99 in my latest SMKW's catalog.Here is a pic of my 7 dot from 1983 with the jigged fake bone scales and a stainless blade.
Queen would be good. Mountain Man is my favorite, but I believe it exceeds you budget. This thread got me looking at traditionals again after a lapse into the world of moderns. I have my eye on my next one, but it is a tad more expensive than your budget and two bladed which has always been my preference.
A bit larger than your original request at 4 5/8" closed and 3 1/2" blade is the Case Back Pocket. It's a Tony Bose design and was available in Chestnut Bone handles with a Case CV carbon steel clip blade. The Chestnut CV has been discontinued but a few dealers still have them in stock. They come in just a little under your $80 limit.
I highly recommend the GEC #12 Toothpick specifically the 2009 run which sported the sleek muskrat or california clip blade. For a 4 incher this rides so well in the pocket and hand. It carries like a smaller knife while handling beautifully. There are still a number of bone, stag, and wood choices to be had around the big GEC dealers. Here' one in Rosewood:
