Can someone specifically identify this?? Sharpener??

I found this while I was in Japan. It was on the ground by where we lived.. Im guessing its some sort of sharpening stone.. Guesses, ideas?? Anybody ever seen one like it??

Looks like it would sharpen gardening tools, maybe. I'm interested to hear what it is...

I think it is a burnisher (spelling) and not a sharpener.

ın türkiye we use an apperay like this for meat esp for rib roast. for making thinner.
