Polyester resin has very little adhesive strength. Polyester bonds more by a mechanical than anything else. No, it will NOT work very good at all.

Eh the title says it all.

If You don't want to use epoxy You can use industrial type construction bond. It is very strong and holds on several types of surfaces including steel and wood.
