The Xenforo software should do this. Once a member is banned, the users IP is identified and any new username created after the ban using the same IP should be held for Admin approval. At least thats how it works on the forum I moderate using the same platform. I don't see why it would not be the same here. However, dynamic IPs, VPNs and any of the many IP spoofing software tools available makes it a bit too easy to return post ban.Don’t think so. I’m speculating here, but given how many times I’ve seen this happen, I’m pretty sure returning IPs are not banned. At least they haven’t been up until now from what I’ve seen.The Xenforo software should do this. Ah yeah, I don’t think that switch got flipped or button got clicked or whatever the kids these days are saying.New user names aren't banned, just sent for approval before being activated. If they aren't being monitored, they should be. Its part of the Xenforo software package.
However, its is all too easy to spoof a new IP and get around the ban. Although, if thats whats happened here, it only serves to cast further doubt on that guy. He said he was old school and couldn't even manage to post a picture, yet here he is using a VPN to create new IP addresses.....

Its not so hard to ban individuals based on IPs now. The newer IPv6 protocols make it much easier to sort it out.
