Carrying RC-4 and Izula on/in a daypack

If you have the MOLLE back, you could just do something as simple as strapping the top of the strap (but not the velcro) over the very bottom of the shoulder strap where it attaches to the pack so that it hangs free from there. Might not work well depending on the pack, but if it does it would be about as accessible as being on a belt (except for coming with you when you take the pack off). Just a thought.
 
Don't know if you want to try this, but when I'm wearing shorts or sweats and want my 4 handy , I loop a sleeping bag strap ( Coghlan's , $2 , cut to length) through the sheath and wear it around my waist. With the quick release buckle, taking it off or on is a cinch. You hardly notice that 1" webbing on your waist.
