there are three types of chafing fuel Ethanol, methanol and Diethylene glycol. Diethylene glycol chafing fuel differs because the “fuel” itself is unflammable. The container housing the fuel is equipped with a wick to allow the chemical to be combusted. It is considered safer than methanol or ethanol gel fuels because spilled DEG fuel will not combust. The fuel is in a liquid form and thus the canister in which it is contained usually differs by having a more leak resistant screw cap rather than a plug. DEG has a higher heat of combustion then ethanol or methanol gel at 2155 kJ/mol. (wikipedia.com)
 
I don't think it would be less expensive to make your own. I've never seen 99% Isopropol alcohol before. For tinder, it would be great if someone knew how to make flash paper.
 
I use a Trangia and denatured for cooking, cheaper in the long run and reusable. You mentioned using it for heat, I have seen box blind deerstands heated with a coffee can sitting on bricks with a roll of toitet paper in it soaked with alcohol, was cheap and worked OK as long as you have plenty of ventilation. Chafing fuel is an old standby for vehicle emergency kits where I come from. You can find some on line that have 6 hour (or more) burn times, and the nice thing about some of the commercial ones is that they don't spill fuel if they tip over while lit.
