Cheapest Decent Multi-tool

Another vote for LM Kick. No extra tools or features, but nothing going to break either. I enjoy higher end multi-tools a lot, but honestly this is my favorite user.
 
I've had good luck buying older leatherman models on ebay. I EDC a Charge XTi, but for my car I bought a Supertool 200 for $25 or so that was still in great shape, plus if there is anything wrong with them, Leatherman is usually really good about repairs and replacements.
 
Considering that you are putting them in smaller bags you may want to consider something smaller, like a Leatherman Juice. My Costco has the KF4 model, which many seem to like, for $20. That might be a fine choice. You can buy the bit driver for it as well and use a wide variety of bits... which might be good for your bike bag. The model doesn't have scissors, though. If you'd like I can pick one up for you next time I go there... which should be fairly soon. I can't remember which color they had, though (either yellow or grey... or maybe they had both?). You might consider the Gerber Suspension.

It has a lifetime warranty and is decent. It is not as stout as the Swisstool, Core, Surge, Wave, Powerlock but it is not as expensive or as heavy.

Depending on how many implements you want in your multi-tool, you can go very basic like the Leatherman Kick or all out like the Surge or Wave. Also, consider how much you're willing to spend. Do you want a quality multi-tool that will last or some cheap no-name thing that'll rust if you look at it cross-eyed?

I had a Gerber Suspension which retails just under $30 bucks at Lowes, Target, etc. It's an okay tool. The scissors are the basic Fiskars-type and it has a plain edge wharncliffe style blade that's not all that sharp and a serrated sheepsfoot blade that can be opened with one hand. It's made in China and like I said, it's an okay tool to have in the glove compartment or tool kit, but for me it's a little too bulky for it's small size. Also, there's a little bit of play in the pliers (which may be of concern to some) and some of the tools like the saw are just too short to be of any actual use. I wanted a compact multi-tool that wasn't heavy and had the basic tools the average joe really needs so I went with the Leatherman Blast. Yes, the Blast cost more than the Gerber Suspension, but it's fit/finish is much better and worth the $20 difference, in my opinion. Given the choice, I'd even get the Leatherman Kick over the Gerber Suspension.
