Very well could be. Yours is the first chart I've seen that shows TiC that is harder the VC. Even all the charts, which only a few show TiC, show it the same or less in this thread:The various sources on Carbide hardnesses don’t always agree with each other. I probably could have said that TiC and VC are both very hard. Most of my Titanium bladed knives get their wear resistance from the inclusion of Titanium Carbides.
