Ah, I didn't know there is a 2Cr13 steel. My sample could very well be that. Well, that would make it around the 50-52 HRC range if it were 2Cr. Machete range. Yippee!
I recently looked through the catalog for Shieldon Knives. The company was supposedly formed by ex-Kizer guys and had a recent hit with their "Bulbasaur" knife in 14C28N, so I decided to check them out. They have a few models in 9Cr18Mov or D2 but most of their catalog uses 2Cr13 and 3Cr13. Most of those knives look nice and they may have good actions but they cheap out hard on the blade steel.
A side effect of things like caged bearings or G-10 coming way down in price is that I've been seeing them featured on lots of sub-$20 knives in bad steel, including clones and counterfeits.
