14° per side on a "V" grind is 28° included. 28° on a chisel grind is 28° included. I find that about 30° is a good general use cutter, so you should not have any trouble with 28°. If it will get rougher use, go to 35°.
Now, as to a chisel grind working at a lower angle - yes and no.
If you do a true zero grind, it is no different.
However, most all chisel grinds have a tiny secondary. That makes the edge minutely thicker and at a higher angle, thus being tougher. I would say that with a micro-bevel secondary, you can lower the angle by as much as 10° and still get good edge life. 5° lower would be no problem at all.
