I just have to muddy the waters.
These ciupagas look to me very like what an old and expert gentleman told me was an alpenstock (German for alps stick or alpine stick, I believe, so German or Austrian or Swiss), which were walking sticks with steel tomahawk-like heads. Wickipedia doesn't agree with me though, about what an alpenstock is. He had one or two of them in the stick-stand by his front door, and I remember them as having pretty cylindrical sticks (not flattened like an axe helve)
