I don't think so. I do not have a recently made one, but as far as I know, they still ship with a disclaimer saying they are not intended for general utility use. The Spyderco website and catalog definitely still show that same warning message, which is why I believe no change, or at least on significant change, has been made to the tip.
I have heard that the Civilian and Matriarch both had problems with the tips breaking under stressful use. However I have talked to dozens of Spyderco blade afficionados in the last 3 years and I have not gotten a first hand report from any of them that they had a Civi or Matriarch blade snap on them.
I think all of this talk is probably based on the fact that there were probably a couple of airheads who probably broke one or 2 of them using them to pry with and then had the audacity to hit Spyderco up for warranty repair.
I have had 6 Civilians all together and I don't remember any blade tip thickness differences. However the one I have now which is a VG-10 model is one I got 2 years ago. Actually I've always preferred the Matriarch for reasons other than the tip.
