Cleaning blue loctite off titanium?

My ZDP Leek came back from warranty service with what I can only assume is blue loctite around the clip holes in the scale. I really don't know what it is, but I found blue stuff on the clip and am just assuming it is blue loctite. I have tried washing it with warm water and soap, rubbing alcohol/q-tip, and zippo fluid/q-tip. Water and soap does absolutely nothing, and q-tips/rubbing alcohol/zippo fluid just leave lint in the residue, which only highlights the problem. I also tried scratching it off with my fingernail and a rubber coated paper clip, but that only removed lint.

Is there any way to get this stuff off without having to use an abrasive? I would rather not scuff the titanium if at all possible.
