The second strap is a necessity to abide by military regulations/rules on knife sheaths, they have to be double retention (or at least that's how I understand it)...so it's a prudent design addition not ''useless'' or ''redundant''.
I thought that rule was based on how it was secured, like a minimum of two forms of retention for making it jump-safe, and to be honest, that top strap won't hold the knife in at all, I guarantee that you can sheath/unsheath the knife without undoing that top strap, which would mean it's not jump-safe anyhow.
