CM 154 do-over?

I have a couple of CM154 blades that I couldn't get straight after heat treat. I put them in the oven again, 1600 for 10 minutes, 1950 for 25 minutes, then plate quenched. One is barely hard, maybe 52, and barely magnetic. This says to me "retained austentite". The other is at 57. These numbers are before dry ice cryo. Usually they end up around 62 after cryo, but they also usually end up significantly harder out of the quench. Anybody know what's going on? Should I have done some kind of normalizing or anneal before the second heat treat? Peters or Bos are more appealing every day....
 
I sent my 52100 blades to peters after talking to half dozen heat treat guys and they all said it will warp. I called peters and brad was the best man I have talked to. He promised me they will be straight. And prices are great.
 
I would have held at 1400 for 90 minutes and ramp to 1950 for 30 minutes and then plate quench. Maybe someone else will chime in.
 
First I ramp at 1250 to 1250 normalize for one hour 2 hour process. Then 1450 for 15 mins 1975 for 30 mins the heat treat I do takes almost 2 hours because of ramp times. Then I plate quench with chilled plates, straight into dryice acetone mixture untill my kiln gets down to desired temper heat I do about 500 and water quench after both tempers which gives me about 59rc. At this point it is flexible strong and holds a great edge.
