That's one of Cold Steel's Shinobu folders. Some of their better efforts!

The Shinobu folders come up now and again, usually as "Cold Steel mystery folders" I did a search for you guys, and finally struck pay dirt: unusual Cold Steel Folder. There's even a picture of a catalog page with all three sizes.
