I believe that the Para has a compression lock and so, if the lock is working and holds the blade tightly, you do not need to adjust the pivot eccentric. If it does not, it is my strong recommendation that you send it back to Spyderco for a warranty repair.
If you only wish to tighten or loosen the blade pivot, that is done by tightening or loosening the screw. Adjusting the eccentric requires removing the screw altogether and then sliding the eccentric out, rotating it so that the lock planes fit snugly, but not too snugly, and then reassembling it. At least that is how it works with the liner locks. Spyderco and Sal, the Chief Spyder, hisself, have both said that this is better done in the factory than by users.
