So, shall I interpret this as a folding knife with 4.5" blade, a folding knife with 4.5" closed, or a folding knife of 4.5" total when opened?
 
That is the actual statute? I especially like the very definite term, 'about'.
Who taught the writer English?....,was this, was that....
Pretty unclear and possibly deliberately vague. Perhaps they should leave people who actually carry and use knives write this stuff so there wouldn't be so many arguments about the nitpicky stuff.
