Confusing NC law

Knife about 4-1/2 inches in overall length which, when folded, was clearly designed for carrying in a pocket or purse, was an 'ordinary pocketknife' as defined by this section."

So, shall I interpret this as a folding knife with 4.5" blade, a folding knife with 4.5" closed, or a folding knife of 4.5" total when opened?
 
That is the actual statute? I especially like the very definite term, 'about'.
Who taught the writer English?....,was this, was that....
Pretty unclear and possibly deliberately vague. Perhaps they should leave people who actually carry and use knives write this stuff so there wouldn't be so many arguments about the nitpicky stuff.
