Been too long since we had one of these. Bagheera sells these glowrings for 10$ and I get 20$ on ebay for them. Fine print below:

This is a good one, Fracmeister. The only thing I can come up with is Yo Yo Ma at the Oscar's before playing excerpts from Crouching Tiger, Hidden Dragon. Close?

How about Mark O'Connor?
 
I’ll go along with mgeoffriau and guess Mark O’Connor, with him playing Appalachia Waltz. (If I'm right, mgeoffriau gets the glowring. If I'm wrong, I'm wrong!)
 
There is no chance that you will get this one by guessing.... but you have the right concept in that some humor is involved.
 
Instrument clue might give it away.... Let's say the introduction is (allegedly) given in an address before a congressional subcommittee considering certain legislation... We then hear the VERY long performance.

1. So it has to be someone who is quite famous on their instrument...

2. What legislation? Could be the music copyrights subcommittee, or maybe something having to do with the NEA...

3. Remember this is a classical musician, which would rule out Marilyn Manson (and I doubt the self-proclaimed anti-Christ would care much about politics)...

4. We know it's a guy (from the quote)...

5. Humor is involved, but we don't know if that means some sort of comedic musician or if the humor was limited to this performance...
 
I wouldn't say that it was actual legislation... but thatwas the apparent context.

Anyway, Esav, you into the Appalachian recordings with O'Connor, Ma, and Meyer? I like both of those cd's a lot.
