Well I let a buddy of mine come over and heat treat his knife that he has been working on it was made of cpm154 I told him that I already had the kiln set for this steel. My kiln is set to soak for 10 mins at 1450 then soak for 30 mins at 1975. He called me into the garage right when he was plate qeunching so that I could get the acetone and dryice together. I notice that the kiln still had 15 mins left on high heat, so I asked him why he polled it out early? He said he did not think that it mattered all that much and I really did not know either.

Will 15 mins at 1975 be good enough or did he realy screw up?

I would anneal it and re heat treat. You really do need the soak to get all the carbon into the solution

Rockwell test it. I tried a recipe one time for CPM 154 that called for a 15 minute soak. It didn't work!

I would just do another HT. No need to anneal it unless you are going to sand on it now.
