Creating a Fuller without Forging?

I've been recently interested in trying a small fuller in one of my blades but, without a CNC, I dont see making one that looks clean being possible without forging it with the special tools made. Anyone have any tips on how this can be done with only stock removal? I dont have the equipment to forge so, this may not be possible for me.
 
A lot of folks will say to use a Foredom, a disc grinder, or some similar tool. That rarely gives a good looking fuller. The only way to make a fuller that is smooth and straight besides forgeing it in, is to mill it in or cut it in by hand with a fullering sen. That is a tool somewhat like what would happen if a drawknife mated with a 1/2 round lathe tool and they had a baby.

I used a dremel with a grinding stone in a dremel press before i got my mill. I think Stacy gave me the idea. It took a long time. It turned out pretty clean after sanding, but the stone deformed and wouldn't grind the same size fuller on the other side of the blade. So if you try this method, I'd buy a stone for each side of the blade.
 
I was thinking dremel, but dont know how I could mount it to get everything smooth and straight. I'll look into it.

I had to tilt the dremel in the press and create a little sliding table out of mdf. It worked fine, just took alot of time and patience.
 
I've done a couple in the past with a tool I made kind of like what Stacy referred to. It wasn't very hard to do by hand.
