In Canada, carrying anything for (anti-human) self-defense (including sprays) means that you intend to use said object to harm/threaten a person, which classifies it as a weapon, and that's shaky ground.
OTOH, you can carry the strongest spray in the store, IF it's marketed as dog/bear repellent.
As for sheeple attitude, well, don't brandish (duh! ). If asked by a LEO, the spray is for dogs in the city, bears in the country.
Everything is under weapons license in Sweden and probably the other nordic countries as well. Gas for crowd control is not used by Swedish police. Danish police use it.
Swedish police is using pepper spray as a tool between nightstick and firearm.
About what I suspected, although I will say that I don't think I would even worry about it in any of the Nordic countries, I have only heard nice things about the folks there.
