Is there such a person? I never have a chance or time [maybe someday], but I have wood I would like lathed/carved to a hawk handle.

I think most people just carve their own.

One of the hawk makers MAY be willing to do it (especially if you send it to them to have one of their heads mounted on it. ;)
 
Most towns have wood working clubs. Contact them and they may be able to introduce you to someone that would love to carve you a haft. They may even do the work in trade for some of your wood. They are always looking for nice pieces of wood. Also there are carving clubs that may be a resource.
 
God knows I have plenty of figured woods from the local! I have madrone, redwood [curly and vavona], maple, myrtle, OG Douglas-fir even burl, etc etc etc......oh yeah curly tanoak, and live-oak.
