Custom makers that make small fixed blades for under 100 bucks?

I knew one, Newt Livesay, but apparently his website is down and looks like he's having some problems.

Any others? I like small fixed blades paired up with Kydex sheaths, with not too exotic (but of reasonable quality) steels.

Check out Dave Winston, he is a member here and makes very affordable blades and does excellent work. My pictures don't show the beauty of this knife.
 
Yes, those are very nice, but I am looking for pure utilitarian, no frills, simple knives like the Woo.

Check out my homepage in my profile and ask OUPA over there if he has anything that fits your needs. He does a lot of different work from embellishment of others knives to some of his own stuff that he sells. I know he just sold a bunch of what he had to a guy in Michigan for the next big show but he may still have something to see and may have a custom ready to go, or he can maybe make one up for you.

Gene Ingram makes some small, top quality knives at not too much over $100 bucks. The first one is a pocket shortcut w/D2 steel and 4 1/2" OAL. $135.00... The second knife is a small wharncliffe 6 1/2" OAL, w/D2 and linen micarta scales. $120.00

What about John Greco knives? I hope he's feeling better. I always liked his Companion
 
Why avoid productions? Esp, for under $100?
Have you looked at Bark river knives?
TOPS also has some nice small knives in that price range w/ Kydex sheaths.
 
Do Charles May and Gene Ingram know each other?

Their knives look almost identical and they live an hours drive from each other in Mississippi.

Same mentor perhaps?

I have a small 3.5" ATS-34 satin finished fixed blade with a black micarta handle and kydex sheath made by him. The sheath is set up to fit inside your pocket and carries well with no discomfort. The tang of the knife is set up where you can use it to pry or use like a screwdriver. 1 of my favorite EDC knives. Cost me around 65$ but it was used, think new they are around 90$.
