Cut a lockbar out?

I'm trying to make a liner lock, and the problem is I can't cut out the lock. I have minimal tools, which is probably where the problem stems. But I'm trying to make knives without spending too much. I have a hacksaw, drill, and files. Also other basic hand tools. Any idea how to cut?

I cut mine with a cut off disc on a rotary tool. Frank

You can get flexible arms for a drill basicaly turning it in to a rotary tool (dremel)
They're not expensive
