Cutting/Incising narrow fullers

How do you guys do it?

I'm trying to cut a pair of small fullers into a blade, and I'm having a heck of a time...It was easy enough to get them started, but it's taking a lot more work than it seems like it should to get them deep.

The blade is w1 steel that I forge annealed (normalized a couple times, brought back to critical and let cool in vermiculite). It feels pretty soft, as draw-filing is easy as can be on this blade.

I forged a little tool out of some scrap 1095 that i am using to cut the fuller with. It's basically just a handle, with a hardened spike that i pull towards me down the length of the fuller.

Any suggestions?
