You can wash it out with hot (as hot as you can handle) soapy water and a toothbrush. Follow that with some compressed air and some lube and your Millie should be nice and smooth.
I have noticed that the D2 versions that I have handled have felt stiffer than most others.
Mine is extremely tight, as well. My 440 millie is as smooth as silk; it came that way.
I think I'll try a bit of iol, them just play with it all day, to see if that helps.

I actually prefer my Mili this way. As is it's the only four inch knife I have that is difficult to flick open, but still opens smoothly. Thus being a good choice for full size EDC in urban environments (Canadian specifically).
Nationally there are no limits on size, though there are some areas that have stricter local laws.
Aside from automatics legality is based on how easy it is to flick a knife open, which is almost entirely determined by whoever handles a knife on the spot.
If I could tighten the pivot on a 6" Cold Steel Voyager it would be perfectly legal.
