I'm listing this here because I don't want to clutter the custom knife area. ;)

This could be a pretty nice Bowie with some TLC. I don't know where the blade was made. (India?) It has a nice pattern. Some time it it's history it was allowed to collect some rust spots. I think that they are visible in the photos. The handle looks like some type of tropical hardwood. The blade is 7 1/2" long, 1 1/2" wide and 3/16" thick. The OAL is 12" There is no sheath.

How's the balance? Distal taper (pics?)? Have you cut with it at all, so idea on steel characteristics?

It feels pretty light in the hand. It looks like it has the original edge. I have not tried to cut anything with it, but I am pretty sure that it will do a good job on a stick of butter at room temperature. I ran the edge over a steel and the blade is heat treated and fairly hard. I made no attempt to sharpen it.

Distal taper? This is the best I could do.

That looks like the work of Charlton Company. They used to import Damascus knives and had a pretty good rep for their steel and construction.
