I suppose 5x5 might me too small, but you could do it in 10x10... a walkin shower is ADA compliant. Although the fact that they can stipulate that things must be ADA compliant in a home blows me away.
If I want to make my bathroom only accessible by a 100ft climbing wall, who's business is it but mine?

Makes you wonder if the codes are actually legal or just unchallenged.

In Canada, those types of accessibility codes only apply to commercial builds. Are you saying that residential building codes require barrier free accessibility?

What happens if a handicapped salesman comes by to sell you a set of kitchen knives?
Are you going to miss out on the opportunity because you aren't compliant?
 
I hope so! I mean I REALLY don't need any more factory made kitchen knives...

Most of the nearby construction is considered "rural estate", which is usually a house on a very large lot, interspersed among crops and occasionally horses, goats, etc. We DON'T want to attract other construction, or they'll force us to install sidewalks, no more hunting or bonfires, etc. Meeting with the county planning office tomorrow. If it doesn't go well, I may take Rick's advice.

I would give it a few days and think! Are there any friendly local Council members you can chat up about this? Talk with a Builder/developer in the area and see how they handle these people?
Remember that one or a couple of unthinking people wrote it. Use their own words against them.
 
If you don't have a reputable builder running the show, you just wouldn't realize how and where you're wasting your time and money. He's the guy with scissors for red tape.

In many places, it's a a lot easier to get a building permit for a "Pole Building" than anything else. No secret to builders.

Once you have a pole building, it can be finished to any degree. To the point where you can't tell it's not stick framed, actually.
