DC Motor and Controller troubleshooting

Hello everyone, haven't been here in a while, hope you are all doing ok.
Got a little problem and this is the first place I thought to ask.

Changed the motor on my drillpress for a DC one with controller I had lying around.
My problem is that on the controller, when I set the speed at 30 on the dial or below that the motor stalls and eventually stops when I go lower.
It means I only get a speed range on 1000 to 2250 rpm without changing pulley steps.
Tried to do a little research but I am so clueless when it comes to electronics it's not even funny. :(

Any help you could provide or pointing me somewhere better to ask would be greatly appreciated.

I would first remove the belt and try again. if the motor does not stall at lower speeds with no belt, I would decrease belt tension a little, reinstall the belt and try again. I would also get out the Leeson manual and see if there are any internal adjustments to improve low speed performance. from controller diagram there are adjustments for minimum speed and torque. mark where the adjustment is now, then adjust 1/8 turn at a time and see if it makes any difference.
 
Thanks Scott. I tried without the belt and it is almost the same, maybe a little due to belt tension but marginal at best. At least it might give me a better idea when I look at the manual again. I say again cause I tried before and it all read like Chinese to me. :( But small changes at a time is a very good idea.
 
Ok, quick update, went through the manual again and it is a bit clearer at least the calibration part which I will go through and report results, thanks again.
 
Found the culprit Scott, the IR Comp switch. It wasn't set right for my motor. I also set the low speed at 400 not 0. Don't need 0 anyway and it gives me more range in the top speed which I need more.
