Dealing with an uncoated shorty I got in a trade.

I would just buy some flitz metal polish and glue a piece of leather onto a flat surface like wood. Then take the dried strop (make a small one the size of a quarter for the lines).. That polish should take all the imperfections out of the blade and turn the blade satin gloss. For the blemishes on the edge, just use some 2000grit wet/dry automotive finishing paper (it is black and 8.00 at a hardware store) and try to keep the lines.

To refinish the tanto point bevel buy a cheap diamond stone (modern tanto), Take the grind and place the knife horizontally to the stone and move the entire knife as if it where in a jig and keep the knife on the same stroke back and forth. Diamond stones are much more resilient than Arkansas, so don't do this on Arkansas stones unless you have a lapping plate. (keep EQUAL pressure on the entire tip and focus on profiling one side of the grind at a time) KEEP THAT TIP COMPLETELY HORIZONTAL - what I mean by this is the flat grind of the tip. Check on the bevel you are putting on the knife periodically. Try to put as small of a bevel on the blade as you can at first, it is very easy to go to far sharpening a modern tanto point. Just my two cents.

If you want me to, I can fix up your knife for you, but you would have to pay for shipping. I am willing to walk you through it if you want as well. A good project knife. Cool freeby.
